Finding a member of a constitutional body in a sub-committee of the ruling party may not seem something innocuous. But naming Professor Delwar Hossain, who is a member of a constitutional body, the Bangladesh Public Service Commission (BPSC), as a member of the ruling Bangladesh Awami League’s international affairs sub-committee has stoked quite a controversy.  According to the media, AL general secretary Obaidul Quader approved the 56-member sub-committee for 2022-25 on July 24, 2023. It is the second such instance within two and a half years, in which a constitutional office holder has been included in the ruling party’s organisational structure. Previously, the Awami League included Attorney General A M Amin Uddin in its sub-committee on information and research affairs on February 18, 2021.   আমাদের মতো তৃতীয় বিশ্বের দেশের রাজনীতিকেরা প্রায়ই ওয়েস্টমিনস্টার মডেলের গণতন্ত্রের কথা বলে থাকেন এবং সম্ভবত সে কারণেই বৃটেনের নির্বাচনের কথাও টানা হয়। সমস্যা হলো তাঁরা হয় জেনেশুনে, অর্থাৎ সজ্ঞানে ওয়েস্টমিনস্টার মডেল সম্পর্কে বিভ্রান্তিকর ধারণা তৈরির চেষ্টা করেন, নয়তো তাঁরা নিজেরাই তা জানেন না। ওয়েস্টমিনস্টার গণতন্ত্র আর যা–ই হোক, শুধু সংখ্যাগরিষ্ঠের শাসন নয়; দলীয় সংখ্যাগরিষ্ঠতার জোরে সেখানে আইন ও নীতি প্রণয়ন হয় না। বরং জনমতের প্রতিফলন ঘটানোর সর্ব্বোচ্চ চেষ্টা হয় নানারকম প্রতিষ্ঠিত ও অপ্রথাগত সৃজনশীল উপায়ে। ওই ব্যবস্থায় এমপিদের প্রথম আনুগত্য তাঁর এলাকার ভোটারদের প্রতি, তারপর দল এবং তারও পরে দলের নেতার প্রতি।      কোভিড মহামারিকালে প্রধানমন্ত্রীর কার্যালয়ে সহকর্মীদের নিয়ে অনুষ্ঠান করায় আইনভঙ্গের জন্য   প্রধানমন্ত্রী বরিস জনসনকে পুলিশের জরিমানার কথা কি এত দ্রুত ভুলে যাওয়া উচিত ? শুধু পুলিশের জরিমানা কেন , ওই একই বিষয়ে পার্লামেন্টে ঠিক তথ্য না দেওয়ায় পার্লামেন্টে তাঁকে ৯০ দিনের জন্য অবাঞ্ছিত   ঘোষণা করা হয় । যে পার্লামেন্ট এ রকম সিদ্ধান্ত নিয়েছে
